The tulips in mid April were a sight to behold, though there were still buds in several beds. So I think it would be better to see them in May when all the flowers would be in bloom. But one can appreciate the thought and planning going into it to create the canvass of colors with tulips. Public Transport is available to this centre and the tickets at counter can be easily bought. The maps are helpful in this place and one can spend the time by oneself without any guide here.
